The number of non-combat fatalities in the RA armed forces for 2013
According to the research carried out by Peace Dialogue NGO, in 2013 30 cases of fatalities were recorded in the RA Armed Forces: 21 cases were recorded in Armenia and 9 cases in Nagorno-Karabakh.
Eight cases were suicides, and seven cases were fatal incidents. Five soldiers died as a result of murder, five – as a result of the ceasefire regime violation, four soldiers as a result of health issues, and one more case as a result of safety rules violation.
Only in January, July and October there were no cases of fatalities recorded but in August, September and November the maximum number of fatalities were recorded (five cases in each month).
According to the data of the organization, there are seven cases out of 30 cases with arrested people.
1 – Raffi Marashyan –
On April 29, the company commander Z. Nazaryan was charged under Part 1, Article 375 of the RA Criminal Code (Abuse of power, transgression of authority or administrative dereliction, if these acts were committed for mercenary or group-interest motives, by a commander or official, and if these inflicted essential damage, is punished with imprisonment for 2-5 years). The commander of the military unit Smbat Grigoryan receive more “severe” punishment – change of position.

2 – Vanichka Hovhannisyan –
Soldier Paruyr Mkrtchyan (20 years old) was arrested and charged for causing his fellow soldier Vanichka Hovhannisyan to commit suicide. Paruyr’s and Vanichka’s fellow soldier, 19-year-old Shmavon Kyureghyan was arrested with the same case.

3 – Khachatur Khachatryan –
Khachatur Khachatryan’s three fellow soldiers were charged. Particularly, temporary soldier Tigran Hakob Melikyan was charged with the case and arrested. The senior of the combat base, Senior Sergeant Arthur Zohrabyan was also charged. The third defendant was the combat base senior’s assistant, Sergeant Arthur Martirosyan. As a precautionary measure, the last two military servicemen stayed under the supervision of the military unit. The investigation is under way.

4 – Arman Muradyan–
The Battalion Commander’s Deputy of Armour, Major Emil Avetisyan was charged with the case of Arman Muradyan’s suicide.
5 – Valodya Avagyan –
A temporary soldier was charged with the case of Volodya Avagyan’s murder.

6 – Sipan Movsisyan –
Cadet and guardsman Armen Melkumyan was arrested for two months as a result of the incident occurred in the Vazgen Sargsyan Militiray Institute. He was charged for killing Sipan Gagik Movsisyan with the rifle attached to him.

7 – Lyuks Stepanyan –
Soldier Davit Khachatryan was charged under Article 104, Part 2, Point 6 of the RA Criminal Code (murder committed in a way dangerous for the life of many people) and Article 112, Part 1 (infliction of willful heavy damage to health)
